Acts 26:28-32

"Then Agrippa said to Paul, 'Are you going to persuade me to become a Christian so easily?'  'I wish before God,' replied Paul, 'that whether easily or with difficulty, not only you but all who listen to me today might become as I am - except for these chains.'  So the king, the governor, Bernice, and those sitting with them got up, and when they had left they talked with each other and said, 'This man is doing nothing that deserves death or chains.'  Then Agrippa said to Festus, 'This man could have been released if he had not appealed to Caesar.'"

Paul's case is simple to decide, God's case is not that simple.

The governor and king Agrippa know the truth about Paul.  He is not guilty.  However, Paul has already appealed the case to the highest earthly court: Caesar's court.  Agrippa recognizes that it is now necessary to send Paul there in order for Paul to be released.

Why is Paul going to Caesar?  This is a matter of God's case.

The truth of Jesus is not nearly as easy to decipher as Paul's truth.  Belief in God requires thought.  You cannot love the Lord our God with only your heart.  You must love the Lord your God with all your heart, mind, soul, and strength.  This requires contemplation.

So God would send Paul to Caesar to allow for that contemplation.  Caesar is about to get the opportunity to consider God.  So Paul must go.

The question now is not whether Paul is guilty or not, but rather, Who can take all guilt away.
